What is Track and Trace?

The Track and Trace system is an automated solution for tracking the movement of goods, which are subject to mandatory labeling. Each package of tobacco products receives a unique code that acts as a passport, allowing you to trace the path of the product from the manufacturer to the consumer. This system controls every stage of the supply chain, protecting products from counterfeiting and helping states combat illegal trade and tax evasion.

Interaction with the system

To work with the "Track and Trace" system, specialized solutions are needed, which are provided by certified companies. There are six such companies in the EU, and each of them offers infrastructure and software that ensures that all processes comply with legal requirements.

Primary Repository — the key to the "Track and Trace" system

A special license required to work with the Track and Trace system. This license can only be obtained by manufacturers or importers of tobacco products, if the manufacturer is located outside the EU. It provides an opportunity to order primary codes for product labeling and ensures its full traceability in the market.

The process of obtaining and complexity

Obtaining a license to use the Primary Repository is a long and complex process that requires registration in the EU, as well as significant costs and overcoming bureaucratic obstacles. Not every company can successfully complete all the stages of obtaining a license.

What are EOID and FID?

EOID

(Economic Operator ID)

The unique identification number of your company in the Track and Trace system. It is needed so that the system knows exactly who you are — whether you are a manufacturer, importer or distributor.

EOID

(Facility ID)

A unique identification number for each of your objects, be it a warehouse, factory or store. This number allows the system to track exactly where your products are located at each stage of the journey from production to sale.

A step-by-step scenario for the movement of goods using specialized software

Primary code generation

Description: The manufacturer or importer creates unique codes for each product. This is only possible, if you have a Primary Repository license.

How: The codes are generated through a personal account in the system provided by the provider, in accordance with national specifications. These codes are assigned to specific product units and applied to the packaging.

Printing codes on certified equipment

Description: The codes are printed on specialized hardware, which must be certified and compatible with the software used.

How: Printers are used to print QR codes and barcodes that integrate with the software used. This ensures that the applied codes will be correctly read and processed at all stages of the supply chain.

Registration and transfer of data to the system

Description: Information about each code, including data about the product, its origin and current location, is sent to the system provided by the provider.

How: Data is automatically transmitted through integrated software, which ensures complete transparency and traceability of products at all stages of the supply chain.

Customs clearance of goods

Description: After applying the codes, the goods undergo customs clearance. Our company provides all services, including the application of labels or excise stamps and the fulfillment of all requirements related to labeling and accounting of goods.

How: We provide a full cycle of clearance, including packaging, labeling and customs clearance of products in accordance with legal requirements.

Sending the product to the customer (distributor)

Description: The prepared and labeled product is sent to the distributor for further sale.

How: The product is transferred to the distributor with full documentation, including all necessary data registered in the system.

Acceptance of the product by the distributor/retailer

Description: A distributor or retailer must have a scanner to read QR codes and barcodes upon receipt of the goods so that the system records receipt.

How: Scan the code when accepting the product to fix it in the system. If redistribution is required (for example, disassembling pallets into boxes or boxes into small bundles), a printer is required to print new codes. The equipment must be licensed and integrated with the software used.

Personal account with the data provider

Description: To work with the system, a distributor or retailer must have a personal account with a data provider. We recommend and collaborate with Osapiens, which provides supply chain management solutions.

Sale of goods to a retail shop

Description: An item is considered sold in the system when it is purchased by a retail outlet from a distributor.

How: The retail shop scans the code upon receipt of the goods, and the system records the fact of sale of the goods to this point.

The Tobacco Products Directive (2014/40/EU) entered into force on 19 May 2014 and became applicable in EU countries on 20 May 2016.

The Directive lays down rules governing the manufacture, presentation and sale of tobacco and related products.

These include cigarettes, roll your own tobacco, pipe tobacco, cigars, cigarillos, smokeless tobacco, electronic cigarettes and herbal products for smoking.
